摘要
地方政府创新行为对全面深化改革和推进国家治理现代化发挥重要作用。结合地方政府创新实践,学界对地方政府创新行为影响因素进行了多角度的系统性研究,但仍缺乏从广义制度视角对地方政府创新行为的影响机制和机理的深入研究。本文基于社会学制度主义视角,从规制、规范、文化-认知三个维度深入分析影响地方政府创新行为的制度要素。以地方政府开放数据行为为实证对象的研究结果表明,制度环境形成同构有利于地方政府创新行为的开展,地方政府创新行为的调控可从合法性路径着手,并需要关注上级政府的行为示范、同侪压力以及公众参与对地方政府创新行为的促进作用。本文拓宽了社会学制度主义理论的应用场景,从广义制度层面揭示了我国地方政府创新行为的逻辑。
The innovative action of local governments plays an important role in comprehensively deepening reforms and advancing the modernization of national governance.Combined with the innovation practice of local governments,existing studies has carried out systematic research on the influencing factors of local government innovation from multiple perspectives.However,there is still lacks of in-depth researches on the impact mechanism of local government innovation action from a broad institutional perspective.Based on the perspective of sociological institutionalism,this paper makes an in-depth analysis of the institutional elements that affect local government innovation action from three dimensions:regulatory,normative and cultural-cognitive.This paper takes the local government's open data as the empirical research object.The results show that the isomorphism of the institutional environment is conducive to the development of the local government's innovative action.The regulation of local government innovation actions can be combined with the path of legitimacy,and it is necessary to pay attention to the behavior demonstration of the higher-level government,peer pressure and public participation in promoting local government innovation action.This paper broadens the application scenarios of the theoretical perspective of sociological institutionalism,and reveals the innovation action logic of Chinese local governments from the broad institutional level.
