摘要
在当前城市建设与更新中,人们往往用无障碍和适老化来概括残疾人和老年人对消除环境障碍的需求。本文在肯定以面向所有人为准则的通用设计、包容性设计等理念的基础上,针对残疾和老龄化带来的问题,以通用无障碍的理论为框架,通过对权利观、通用性、专门性、公益性等方面进行剖析,强调残疾人和老龄人群在无障碍方面的不同需求,揭示了无障碍作为社会问题和权利问题所秉持的平等价值观在无障碍环境建设中的重要性,从而有助于在城市建设和更新过程中深入理解无障碍规划设计、建设运营的目标和策略。
In the current urban construction and renewal process,accessibility and suitable for aging are often used to summarize the needs of the disabled and the elderly to eliminate environmental barriers.Based on the concept of universal design and inclusive design for all,in view of the issues of disability and aging,this paper analyzes the concept of rights,universality,specificity,public welfare and other aspects with universal accessibility theory framework.From there,the paper emphasizes the different needs of the disabled and elderly in terms of accessibility,and reveals the importance of equal values upheld by accessibility as a social and rights issue in the construction of an accessible environment,so that barrier-free planning and design,the goals and strategies of barrier-free construction and operation could be deeply understood in the urban construction and renewal process.
