摘要
为了探究全过程工程咨询模式在我国发展缓慢且效果不佳的原因,本文通过文献分析和研究国家及各地推行全过程工程咨询的政策文件,确定了政策规范、企业自身和行业环境三个方面共28个全过程工程咨询发展的阻碍因素。基于问卷结果,采用熵权法对28个阻碍因素按照权重大小进行排序。结果表明,政策支持力度不足、酬金计取方式不明确、系统化管理落实不足、缺乏复合型人才、技术标准不完善权重位于前五。本文根据研究结果提出针对性的对策建议,以期推动全过程工程咨询模式在我国的发展。
In order to explore the reasons for the slow development and poor effect of the whole process engineering consulting model in China,through literature analysis and research on the policy documents of the whole process engineering consulting implemented at the national and local levels,28 obstacles to the development of the whole process engineering consulting are determined in three aspects:policy and regulations,the enterprise itself and the industry environment.Based on the results of the questionnaire,the entropy weight method is used to rank the 28 obstacles according to the weight.The results show the weight in the top five are that the policy support is insufficient,the payment method is not clear,the implementation of systematic management is insufficient,there is a lack of compound talents,and the technical standards are imperfect.According to the research results,this paper puts forward targeted countermeasures and suggestions to promote the development of the whole process engineering consulting model in China.
