摘要
全民所有湿地资源资产所有权委托代理机制是加快推进自然资源资产产权制度改革、贯彻落实统一行使全民所有自然资源资产所有者职责的重要内容。在调研全民所有湿地资源资产所有权委托代理机制全国试点的基础上,文章分析了我国湿地资源资产产权制度现阶段主要存在的保护修复体系不健全、发展与保护矛盾突出、监管考核不规范、损害赔偿不完善、市场配置不充分等问题。提出完善全民所有湿地资源资产所有权委托代理机制的政策建议:组织开展湿地生态保护修复工作、完善湿地资源利用管控制度、建立湿地资源资产损害赔偿机制、健全监管考核机制、探索开展湿地特许经营等,为我国湿地资源资产的有效保护和管理提供决策参考。
The mechanism of commissioning agents for assets ownership of publicly-owned wetland resource is an important part of accelerating the reform of the system of property rights of the assets of natural resourcesand implementing the unified enforcement of owner’s responsibilities of the publicly-owned natural resource assets. Based on a survey of the nation-wide pilot of the mechanism of commissioning agents for assets ownership of the publicly-owned wetland resources, this paper investigates the main existing problems such as the defectiveness of conservation and restoration system, the prominence of conflict between development and conservation, the lack of standardization of supervision and assessment, the imperfection of compensation for damages, and the insufficiency of market allocation. in order to improve the mechanism of agent commission, we propose the following policy recommendations: carrying out ecological conservation and restoration of wetlands, improving the management of wetland resources, establishing compensation for damages to the assets of wetland resources, strengthening the mechanism of monitoring and evaluation, and exploring the practice of wetland franchise.
