摘要
面对人口老龄化的不断深化,我国农村养老问题愈加突出,政府及社会各界根据现实需要提出将养老与土地结合起来,通过“以地养老”模式保障老年人的晚年生活。探索实践中,政府不断加强政策制度支持,社会持续关注和积极参与养老服务供给,老年人的养老观念也开始由传统逐步向现代转变。但通过具体分析发现,面对持续提升的农村养老需求,当前“以地养老”模式仍面临着法规政策不完善、社会资源投入不足、农村老年人“以地养老”的观念尚待建立等现实困境。鉴于此,提出在探索完善“以地养老”模式时,应进一步完善“以地养老”法律法规,加大吸引社会资本对“以地养老”的投入力度,引导人们树立“以地养老”观念等应对措施。
In the face of the deepening of the population aging,the problem of providing for the aged in rural areas is becoming more and more prominent.According to the actual needs,the government and all sectors of society propose to combine the old-age care with the land care,so as to guarantee the old-age life of the old people through the mode of“providing for the aged with land”.In the exploration and practice,the government constantly strengthens the policy system support,the society continuously pays attention to and actively participates in the old-age service supply,the old people’s old-age idea also starts to transform from the tradition gradually to the modern.However,through specific analysis,we find that in the face of the continuously increasing demand for old-age support in rural areas,at present,the mode of“providing for the aged with land”is still faced with such practical difficulties as imperfect laws and policies,insufficient investment of social resources,and the concept of“providing for the aged with land”for the rural elderly yet to be established.In view of this,it is proposed that we should further improve the laws and regulations of“providing for the aged with land”and increase the investment of attracting social capital into“providing for the aged with land”when we explore and perfect the mode of“providing for the aged with land”,guiding people to set up the concept of“providing for the aged with land”and other countermeasures.
