摘要
为适应新时期城市水土保持工作发展,强化和规范城市生产建设项目水土保持方案编制质量,在总结原《西安市房地产建设项目水土保持方案技术导则》试行成果的基础上,结合《生产建设项目水土保持技术标准》(GB 50433-2018)、《生产建设项目水土流失防治标准》(GB/T 50434-2018)、《水土保持工程技术规范》(GB51018-2014)和《海绵城市建设评价标准》(GB/T 51345),西安市于2020年颁布了地方标准《城市生产建设项目水土保持技术规范》(DB6101/T 3094-2020)。结合2021年全市审批的734个城市生产建设项目水土保持方案的分析,发现编报的水土保持方案存在着从业人员对《城市生产建设项目水土保持技术规范》条文的理解不充分,所编制的水土保持方案对建设项目的水土流失防治的指导意义不强。结合对《城市生产建设项目水土保持技术规范》的研讨,针对城市建设项目建设特点,对方案编制过程中标准执行中的理解,提出针对城市建设项目水土保持方案编制的几点建议,供从业人员参考。
Xi’an City promulgated the local standard "Technical Specifications for Soil and Water Conservation in Urban Production and Construction Projects"(DB6101/T 3094-2020)in 2020on the basis of summarizing the trial results of the original "Technical Guidelines for Soil and Water Conservation Schemes for Real Estate Construction Projects in Xi’an", combining with the "Production and Construction Projects" Soil and Water Conservation Technical Standards(GB 50433-2018), Soil and Water Loss Prevention and Control Standards for Production and Construction Projects(GB/T 50434-2018), Technical Specifications for Soil and Water Conservation Engineering(GB 51018-2014)and Evaluation Standards for Sponge City Construction(GB/T 51345) in order to adapt to the development of urban soil and water conservation work in the new period and standardize compilation quality of soil and water conservation plans for urban production and construction projects. The thesis analyzes the water and soil conservation plans of 734 urban production and construction projects which is approved in 2021, andfind there are some problem need to be solved. Practitionershave insufficient understanding of the provisions of the "Technical Specifications for Water and Soil Conservation for Urban Production and Construction Projects" which lead to the water and soil conservation plans with little guiding significance for the prevention and control of soil erosion in construction projects. On the basis of the discussion on "Technical Specifications for Soil and Water Conservation of Urban Production and Construction Projects", Several suggestions are put forward for reference by practitioners according to the construction characteristics of urban construction projects, and the understanding of the implementation of standards in the process of formulating plans.
