适应中国背景的跨省区容量市场联合出清机制 被引量:5

摘要 容量市场是保障电力系统发电容量充裕的一种市场化手段,已应用于美国、英国、加拿大等电力市场推进较快的国家。本文从国际容量市场出清方法底层逻辑及曲线设计原则入手,研究适应我国工业背景下的容量市场需求曲线和出清方式。结合我国跨省区交易现状及可再生能源发电优先消纳的特殊要求,在考虑电源特性对电力安全保障的影响背景下,提出一种适应我国的容量市场跨省区联合出清机制。并依据设计方法进行算例分析,验证了所提出的跨省区容量市场出清机制的可行性及经济性。 As a market means to gurantee the power generation capacity margin in power system,the capacity market has been applied in countries with rapid power marketization processes,such as the United States,Britain and Canada.In this paper,based on the basic logic of clearing method and the curve design principle for the international capacity markets,the demand curve and clearing mechanism for capacity market are studied,which are suitable for the back⁃ground of industries in China.Combined with the current situation of trans-provincial transactions and the special re⁃quirements for the priority consumption of renewable energy power generation in China,a trans-provincial joint clearing mechanism suitable for China’s capacity market is proposed by taking into account the impact of power supply charac⁃teristics on power security.An example is analyzed according to the design method,and results verify the feasibility and economy of the proposed trans-provincial clearing mechanism for capacity market.
