摘要
系统梳理中韩两国乡村民宿等级评价制度的发展现状,对我国乡村民宿等级评价中的国家标准、行业标准和各省区市制订的地方标准、韩国《关于促进都市与农村之间交流的法律》和《关于农渔村观光项目等级决定机关指定与等级评定要领》中的乡村民宿等级评价条款进行解读,从概念认知、评价依据、评价机构、评价流程、评价要素、专家管理等方面对中韩两国乡村民宿等级评价制度进行比较分析,结合我国在乡村民宿等级评价工作中的实践,提出统筹推进标准实施、鼓励出台特色地标、加快制度法制化进程等建议。
The paper systematically summarized the development course of the rating system for rural homestay in China and south Korea, interpreted both the national standard, the industrial standard and local standards formulated by provinces, autonomous regions and cities in the rating system for rural homestay in China, and South Korea’s law on Promoting exchanges between urban and rural areas and the Tips on the designation and rating of a rural tourism business rating agency. This paper also made a comparative study on the rating system for rural homestay in China and South Korea from the aspects of concept cognition, evaluation basis, evaluation organization, evaluation process, evaluation elements and expert management. Combined with the practice of rural homestay rating evaluation in China, this paper put forward enlightenment and suggestions.
