摘要
推进矿产资源管理改革,是贯彻落实党中央全面深化改革的重要举措,是推动解决矿产资源管理中的深层次突出问题、为《矿产资源法》修改积累重要实践经验进行的重要改革探索。文章梳理了矿产资源管理改革事项主要内容,分析改革举措实施的背景和要解决的主要问题;梳理了地方出台的配套改革文件,跟踪总结矿产资源管理改革实施情况,对比分析各地改革做法;提出了矿产资源改革过程中需要重点关注区块来源、出让方式选取、各级自然资源管理机构落实各层级权责、改革事项相互衔接等事项。文章最后提出推进改革顺利实施的政策建议:①出台配套管理措施,推动改革举措落地见效;②加强矿产资源管理事项之间衔接;③总结经验做法,推动矿产资源管理改革向纵深发展。
Promoting the reform of mineral resources management is an important measure to implement the Party Central Committee’s comprehensively deepen reform,as well as an important reform exploration to help solve deep-seated prominent problems in mineral resources management and accumulate important practical experience for the revision of the Mineral Resources Law.This paper sorts out the main contents of mineral resources management reform,analyzes the background of reform measures and the main problems to be solved;It sorts out the supporting reform documents issued by local governments,tracks and summarizes the implementation of mineral resources management reform,and compares and analyses the reform practices of various regions;It puts forward that,in the process of mineral resources reform,it is necessary to focus on the source of blocks,the selection of transfer methods,the implementation of rights and responsibilities of natural resources management institutions at all levels,and the interconnection of reform matters.Finally,the paper puts forward some policy suggestions to promote the smooth implementation of the reform:①The administration should introduce supportive management measures to ensure that reform measures are effective;②strengthen coordination among matters related to mineral resources management;③summarize experiences and practices to deepen the reform of mineral resources management.
