摘要
海洋是人类赖以生存的资源宝库,是地球上最大的活跃碳库,开发海洋、利用海洋、保护海洋、经略海洋是事关人类生存和发展的重大议题,也是建设海洋强国的根本要求。在能源绿色低碳转型的大趋势和“双碳”目标引领下,海洋油气成为重要的能源增长极,海洋可再生资源是实现“双碳”目标最重要的接续之一,海洋碳封存具有巨大的潜力。近年来,聚焦海洋高质量发展,我国海洋科技创新能力稳步提升,海洋油气开发力度持续增强,海上风电等海洋可再生资源开发增长迅猛,大洋海底矿藏从资源探测向试验性开发转变,传统海洋产业稳步发展,初步形成“陆海产业融合、科技创新引领、绿色转型提升、产业集聚发展”的现代海洋产业发展新模式,海洋产业结构不断优化,海洋经济总体上保持增长态势。加快建设海洋强国,保障能源安全,实现“双碳”目标,需要统筹海洋能源开发、海洋经济发展和海洋生态保护,推动海洋资源合理开发、海洋能源绿色低碳转型,着力建设现代海洋产业体系,强化创新驱动、加快构建海洋能源资源绿色开发技术体系。
The ocean is a treasure house of resources for human survival and the largest active carbon pool on earth.Developing,utilizing,protecting and strategizing the ocean is a major issue for human survival and development,and a fundamental requirement for building a strong maritime country.Under the general trend of green and low-carbon energy transformation and the "dual targets of carbon peaking and carbon neutrality",offshore oil and gas has become an important energy growth pole,and marine renewable resources is one of the most important successors to traditional fossil fuel in achieving the "dual carbon" targets.Marine carbon sequestration has great potential as well.In recent years,focusing on high-quality marine development,China’s marine science and technology innovation capability has been steadily improved,offshore oil and gas development continuously enhanced,and offshore wind power and other marine renewable resources development has been growing rapidly.China has moved from resource exploration of oceanic seabed deposits to experimental development.In addition,with steady development of traditional marine industries,a new model of modern marine industrial development has been formed with the initial "integration of land and marine industries,led by scientific and technological innovation,and driven by green transformation and upgrading and industrial clustering development".Marine industry structure continues to optimize,and marine economy in general has maintained the growth momentum.To facilitate the building of a strong ocean country,ensure energy security and achieve the "dual carbon" targets,it is necessary to coordinate marine energy development,marine economic development and marine ecological conservation,promote the rational development of marine resources,the green and low-carbon transformation of marine energy,focus on building a modern marine industry system,and strengthen the innovation-driven technology system for the green development of marine energy resources.
