摘要
社会主义的根本要求是消除贫穷、改善民生、实现共同富裕,而实现共同富裕的前提是既要做大“蛋糕”还要分好“蛋糕”。本文分别从科技创新促进财富创造、财富合理分布和财富合理分配三个方面,讨论了科技创新促进共同富裕的内在逻辑。基于我国科技创新发展的实际,提出了科技创新促进共同富裕的实现路径:以企业创新为主体,提升企业技术创新能力;搭建高能级科创平台,建设重大战略平台、打造校院地协同创新平台和产业技术创新平台;改善科技创新生态,做好科技创新资源的统筹部署,做好创新人才教育培养,加强区域间、城乡间科技创新协调发展,打造多层次“创新服务体系”。
The fundamental requirement of socialism is to eliminate poverty,improve people's livelihood,and achieve common prosperity,and the premise of achieving common prosperity is both to expand the"cake"and divide the"cake"well.This paper discusses the internal logic of scientific and technological innovation in promoting common prosperity from three aspects:scientific and technological innovation in promoting wealth creation,reasonable regional distribution and distribution of wealth.Based on the reality of scientific and technological innovation in China,the path of promoting common prosperity is proposed:take enterprise innovation as the main body,and improve the technological innovation ability of enterprises,build technology innovation platform and collaborative innovation platform,improve technology innovation ecology,coordinate technology innovation resources,strengthen the coordinated development of scientific and technological innovation between regions and urban and rural areas,and create multi-level"innovation service system".
