摘要
公众参与公共图书馆治理是新时代公共图书馆高质量发展的内在要求,是有效降低决策风险的必然选择,是实现公民文化权,提升社会责任的重要途径。从现有的公共图书馆地方立法分析,公众参与公共图书馆治理存着地方重视度不足、可操作性有待加强、保障机制不完善等问题。为保证公众能切实有效地参与地方公共图书馆治理,提高公共图书馆服务效能,建议公共图书馆地方立法应进一步明确公众参与的权利属性,拓宽公众参与的深度与广度,完善公众参与的保障机制。
Public participation in public library governance is an inherent requirement for the high-quality development of public libraries in the new era, an inevitable choice to effectively reduce decision-making risks, and an important way to realize citizens’ cultural rights and enhance social responsibility. Judging from the existing local legislation of public library, the public participation in public library governance has the problems of insufficient local attention, weak operability, and imperfect guarantee mechanism. In order to ensure that the public can effectively participate in the governance of local public libraries and improve the service efficiency of public libraries, we suggest that the local legislation of public library should clarify the rights of the public to participate, broaden the depth and breadth of public participation, and improve the guarantee mechanism for public participation.
