摘要
[研究目的]国外开源情报工作开展时间较早,体系较为完整,对我国开源情报工作具有较强的借鉴作用,整理和总结开源情报工作的发展历程可以夯实中国开源情报工作的发展基础。[研究方法]基于文献和历史资料,总结了现代开源情报工作发展的4个代表性阶段:二战时期、冷战时期、“9•11”事件时期和开源运动时期,分析各时期开源情报工作的特点和规律,凝练开源情报工作演进的影响因素,通过与我国开源情报工作的比较,展望开源情报工作的未来发展。[研究结论]作为情报工作中的特殊类别,开源情报在国外的国家安全和发展中发挥了不可替代的作用,未来中国开源情报工作需要加强政府关注和推动力度,完善相关法律体系,实现主动干预。
[Research purpose]Foreign open source intelligence developed earlier and had a relatively complete system,which can be a strong reference for open source intelligence work in China.Sorting out and summarizing the development process of open source intelligence work can consolidate the development foundation of open source intelligence work in China.[Research method]This paper summarizes the four representative stages of the development of modern open source intelligence work based on literature and historical data:World War II,Cold War,9/11 and the open source movement period.The characteristics and laws of open source intelligence work in each period were sorted out,and the influencing factors of work evolution are analyzed,then the future development of open source intelligence work in China is forecasted based on comparison between the open source intelligence work of at home and abroad.[Research conclusion]Open source intelligence plays an irreplaceable role in foreign national security and development as a special category of intelligence work.Open source intelligence work in China needs to strengthen attention and promotion of the government,improve the relevant legal system,and realize the transformation of passive defense into active intervention in the future.
