环境规制对绿色技术进步的影响--基于数字化的调节效应 被引量:1

摘要 谋求绿色可持续发展、突破资源环境约束,必须依赖于绿色技术进步。本文以2007—2019年我国28个省份为样本进行了实证研究,采用非期望产出模型测算绿色技术进步水平,在此基础上探讨数字化下环境规制与绿色技术进步之间的关系。研究结果表明:环境规制对绿色技术进步的影响呈现出“U”型特征;数字化在环境规制对绿色技术进步的影响中存在调节效应,有利于环境规制作用发挥;数字化对环境规制的调节效应存在空间差异,经济发展基础越好的区域,环境规制及数字化对绿色技术进步的影响越强,但在西部地区不显著。因此,地方政府必须正视环境治理与经济发展的关系,一方面制定合理的差异化环境规制政策,另一方面推动数字化转型、增加研发投入,促进绿色技术进步。 Seeking green and sustainable development and breaking through resource and environment constraints must rely on green technology progress.In this paper,an empirical study is conducted in 28 provinces of China from 2007 to 2019,using SBM-Undesirable model to measure green technology progress.And on this basis,the relationship between environmental regulation and green technology progress under digitization is discussed.The results show that the impact of environmental regulation on green technology progress presents an"U"shaped feature;digitization has moderating effect on the impact of environmental regulation on green technology progress,which is conducive to the play of environmental regulation;there are spatial differences in the moderating effect of digitization on environmental regulation,and the areas with better economic development have stronger impact of environmental regulation and digitization on green technology progress,but it is not significant in western China.Therefore,local governments must face up to the relationship between environmental regulation and economic development.On the one hand,governments should formulate reasonable differentiated environmental regulation policies;on the other hand,governments should also promote digital transformation,increase research and development investment and promote green technology progress.
