摘要
中国特色贫困治理制度化是中国共产党带领人民在百年反贫困斗争中取得的一项重要成就。其中,尊重规律、文化滋养、模式创新的原理逻辑,党的领导、伦理指向、精准扶贫的实践逻辑,以及增进人民福祉、人民当家作主、保障人民权利的价值逻辑,为中国特色贫困治理制度化生成奠定了基础。历经制度革新萌芽、制度建设探索、体制改革深化、规模扶贫开发和精准体系优化,中国特色贫困治理制度化的基本框架最终得以确立。着眼于“后扶贫时代”的复杂环境与现实形势,新阶段贫困治理需要进一步完善返贫防控布局、巩固拓展脱贫攻坚成果同乡村振兴有效衔接、有序开展相对贫困治理,才能优化中国特色贫困治理制度体系,创新中国特色贫困治理实践。
The institutionalization of poverty governance with Chinese characteristics is an important achievement that the Communist Party of China has led the people to make in the centenary struggle against poverty.The principle of respecting laws,cultural nourishment and model innovation,the practical logic of the Party leadership,ethical orientation and targeted poverty alleviation,the value logic of enhancing people's well-being,the running of the country by the people and protecting people's rights become the basis for the institutionalization of poverty governance with Chinese characteristics.After the germination of institutional innovation,the exploration of institutional construction,the deepening of institutional reform,the expansion of poverty alleviation and development,and the optimization of the precise system,the basic framework of institutionalized poverty governance with Chinese characteristics was finally established.In view of the complex environment and real situation in the"post-poverty alleviation era",poverty governance in the new stage needs to further improve the prevention and control of the return to poverty,promote the consolidation and expansion of poverty alleviation achievements and effective connection with rural vitalization,and carry out relative poverty governance in an orderly manner,so as to optimize poverty governance system with Chinese characteristics and innovate poverty governance practices with Chinese characteristics.
