摘要
明清时期文书档案工作达到封建社会发展顶峰也有了诸多重要的改革举措,对后世秘书文书档案工作的形成与发展有着重要影响。政府及其附属机构是开展文书档案工作的主要机构,从明到清,文书档案工作其实经历了一个联系紧密、互为映衬、上下承接的改革进程,其中以明初、清中叶和鸦片战争后的清末三段历史时期尤为突出。其对当今秘书文书档案工作的影响在于促进我国“统一领导、分级管理”的档案事业管理体制的产生,对我国文书档案工作的启示是加快文书档案法制化进程、重视文书档案的收集与整理以及加强文书档案的开发并提高利用率。
In Ming and Qing dynasties,the work of documents and archives reached the peak of the development of feudal society,and there were many important reform measures,which had an important impact on the formation and development of later secretary documents and archives work.The government and its affiliated agencies were the main agencies to carry out documents and archives work.From Qing to Ming Dynasty the documents and archives work experienced a closely related reform process that set off and connected each other.Among this,the beginning of Ming,the middle of Qing and the end of Qing after the Opium War especially stood out.The influence on the current work of secretary documents and archives lies in the promotion of the emergence of the archives management system of“unified leadership and hierarchical management”in China.The inspiration is to speed up of the legalization process of documents and archives,pay attention to the collection and collation of documents and archives and strengthen the development and utilization of documents and archives.
