摘要
鄂豫皖苏区是中国共产党的重要建党基地。在这片红色热土上,党组织、红色政权和红军在各项事业的建设中自警自觉地厉行廉政建设。在腐败现象多发易发的财政领域,鄂豫皖苏区党和政府通过加强票证管理,开展节约运动,利用专门监察机构和人民群众的异体监督,严格执行财政纪律,建立健全财政机构、实行集中统一管理,建立和完善预、决算制度等具体措施,在财政反腐倡廉方面取得了显著成效。探索鄂豫皖苏区财政廉政建设工作,对推进当前财政系统党风廉政建设、深化财政管理制度改革具有重要的历史启示和借鉴意义。
The Hubei-Henan-Anhui Soviet areas are important party building bases.On this red land,the Party organizations,the red regime and the Red Army conscientiously practiced the construction of a clean government in the construction of various undertakings.Among them,in the corruption phenomenon prone to the financial field,the party and the government of Hubei-Henan-Anhui Soviet areas took concrete measures,such as strengthening ticket management,launching an economy campaign,making use of the supervision of specialized supervisory organizations and the masses,strictly enforcing fiscal discipline,establishing and improving financial institutions and implementing centralized and unified management,establishing and improving the budget and final accounts systems.Remarkable results have been achieved in fiscal anti-corruption.Exploring the construction of fiscal clean government in Hubei-Henan-Anhui Soviet areas has important historical enlightenment and reference significance for promoting the construction of a clean government in the current financial system and deepening the reform of financial management system.
