摘要
我国全面深化改革,深入实施创新驱动发展战略,推动高质量发展、创造高品质生活、实现高效能治理,对各类科技社团高质量发展提出了更高要求。本研究以上海市级学会为例,分析了新时代特别是“十四五”时期学会高质量发展面临的新形势新需求,研究了“十四五”时期推动学会高质量发展的目标愿景、重点举措和对策思路。“十四五”时期学会高质量发展面临重大需求和重要机遇,推动学会高质量发展,要聚焦绕学术引领、助力经济社会高质量发展、服务构建新发展格局、打造现代化科技社团等四个维度,加快部署实施一批重点任务举措;同时,政府管理部门应在资源保障、管理机制、氛围营造等方面给予支持。
In the new era, we will comprehensively deepen the reform, thoroughly implement the innovation driven development strategy, promote high-quality development, create a high-quality life, and achieve efficient governance, which calls for higher requirements for the high-quality development of various societies. Taking Shanghai municipal society as an example, this study analyzes the new situation and new needs of high-quality society in the new era, especially in the "14th Five-year Plan" period, and studies the goal vision, key measures and countermeasures to promote the high-quality development of society in the "14th Five-year Plan" period. The results show that during the "14th Five-year Plan" period, the high-quality development of the society is facing major needs and opportunities;in order to promote the high-quality development of the society, we should focus on the four dimensions of academic guidance, helping the high-quality development of economy and society,serving to build a new development pattern, and building a modern science and technology community, and accelerating the deployment and implementation of a number of key tasks and measures;at the same time, the government management departments should give support in the aspects of resource guarantee, management mechanism, atmosphere building, etc..
