摘要
苏南地区的纺织印染行业在经济发展中占有重要地位,也是重污染行业。文章对苏南地区生态补偿法律法规及生态补偿机制进行了系统研究,以纺织印染企业为例,填补生态补偿企业机制空白,为苏州经济与环境协同高质量发展提供参考。文章总结出现有资金补偿并不能完全满足企业需求,提出构建企业—政府—环境监测的一体化日常管理模式网络平台,建立企业生态绩效评价机制,利用大数据信息平台和公众监督构建效益评价机制,以教育和宣传方法促进生态补偿全民教育。
The textile printing and dyeing industry in southern Jiangsu province plays an important role in economic development,and is also a heavy pollution industry.This paper systematically studied the laws and regulations of ecological compensation and ecological compensation mechanism in southern Jiangsu.Taking textile printing and dyeing enterprises as an example,it f illed the gap of ecological compensation enterprise mechanism and provided reference for the coordinated high-quality development of Suzhou economy and environment.It concluded that f inancial compensation could not fully meet the needs of enterprises.The paper proposes to build an integrated daily management model network platform of enterprise-government-environment monitoring,establish an enterprise ecological performance evaluation mechanism,use big data information platform and public supervision to build a benef it evaluation mechanism,and promote the nationwide education of ecological compensation through education and publicity.
