摘要
认清当前生态文明建设对国家和上海推进高质量发展的重要意义,在分析上海水域生态环境现状、掌握上海水域生态环境执法概况的基础上,对创新生态警务模式的必要性进行探讨,借鉴国内外生态警务模式并作可行性分析,以上海水域生态警务已开展的实践为基础,探索在“长江大保护”背景下上海水域生态警务新模式的目标和实施路径,围绕“专业、数字、共治、前瞻 ”四个维度,打造符合超大城市精细化生态治理需求的上海水域生态警务新模式。
A good understanding of the current development of eco-civilization is very significant to the promotion of high-quality development in Shanghai as well as the country.Based on the analysis of the current situation of the eco-environment of Shanghai waters and good knowledge of the general situation of the law enforcement in this field,this paper discusses the necessity of innovating the eco-policing mode,takes for reference the eco-policing mode at home and abroad,and makes a feasibility analysis,which is on the foundation of the eco-policing practices in Shanghai waters,explores the goals and methods of implementing the new eco-policing mode in Shanghai waters in the background of "protecting the Yangtze River",thus establishing a new mode that can cater to the needs of fine eco-governance of megacities.All this revolves around the four dimensions of "professionalism,digits,joint governance and foresight".
