摘要
食为政首,粮安天下。保障国家粮食安全是有效防范化解各类风险挑战的基石。当前,百年未有之大变局、世纪大疫情和国际地缘政治冲突交织叠加,国外环境复杂严峻,不确定性和不稳定性因素显著增多,保障国家粮食安全面临许多新挑战。习近平总书记高度重视粮食安全问题,始终把解决好吃饭问题作为治国理政的头等大事,围绕确保国家粮食安全发表了一系列重要论述,具有深厚的理论渊源、科学的理论内涵与深刻的价值意蕴。习近平关于粮食安全的重要论述,统筹发展和安全,高瞻远瞩、统揽全局、内涵丰富、思想深邃、要求具体,具有极强的思想性、指导性、针对性,集中回答了保障国家粮食安全依靠谁、底线与目标是什么,中国饭碗如何才能端得稳、端得牢、端得好等问题,是新时代实施国家粮食安全战略的重要指南。
Food security is a top state issue.Maintaining national food security is the cornerstone of effectively preventing and resolving various risks and challenges.At present,changes in the world and the COVID-19 pandemic both unseen in a century,and international geopolitical conflicts are intertwined and superimposed.The foreign environment is complex and severe,uncertainties and unstable factors have increased significantly.Therefore,ensuring national food security is facing many new challenges.The Communist Party of China Central Committee with Xi Jinping at its core has treated food security as a top state issue.A series of important expositions have been published around ensuring national food security,which have profound theoretical origins,scientific connotations,and profound value.Xi Jinping’s important exposition on food security,coordinating development and security,having a high-level vision,taking the overall situation,rich in connotation,profound thinking,and specific requirements,is extremely ideological,instructive,and pertinent.It concentrated on answering questions such as who to rely on to ensure national food security,what are the bottom lines and goals,and how to handle China’s rice bowl stably,firmly,and well.It is an important guide for implementing the national food security strategy in the new era.
