摘要
为了合理确定面向水生态的多目标水库工程规模,以汉江流域月河支流拟建的恒河水库为案例,提出规划水库工程规模论证流程框架与技术方法。通过构建生态流量分期理论隶属度函数,利用随机流量历时曲线法(SFDC)推求月河分期生态流量过程;建立兼顾生态、供水和发电的多目标协同调度模型,采用带精英策略的快速非支配排序遗传算法(NSGA-Ⅱ)求解模型,模型揭示了各工程规模设计方案下用水利益主体间生态效益、供水效益及发电效益的博弈关系。根据3种效益偏好决策情景优选了多目标Pareto最优解,并在遵从生态偏好、考虑综合效益及工程经济性等因素的基础上,确定了恒河水库工程规模。研究成果丰富了水库生态调度的理论与方法,并可为水库设计及规划决策提供技术支撑。
Taking the planning Henghe Reservoir at the tributaries of the Yuehe River in the Hanjiang River Basin as an example,the process framework and technical method for the scale demonstration of the planning reservoir project oriented to water ecology are put forward.Firstly,under the construction of the fuzzy membership function for the natural river,the ecological flow of the Yuehe River in stages is deduced by using the Stochastic Flow Duration Curve(SFDC).Then,a coordination of multi-objective reservoir joint operation model is established,and solved by the elite strategy of non-dominated sorting genetic algorithm(NSGA-Ⅱ),which reveals the game relationship between the ecological benefits,water supply benefits and power generation benefits among the stakeholders of water use.Finally,according to water ecology,other comprehensive benefits,and cost performance,the multi-objective Pareto optimal solution is selected,the project scale of the Henghe reservoir is determined.The research results can enrich the theories and methods of reservoir ecological operation,and provide technical support for reservoir design and planning decisions.
