摘要
基于2001—2020年中国268个地级及以上城市的面板数据,以低碳城市试点政策为准自然实验,采用双重差分空间杜宾模型和中介效应模型研究低碳城市建设对城市高质量发展的影响效应与机制。结果显示:(1)中国城市高质量发展绩效存在显著的正向空间溢出效应;(2)低碳城市试点政策对城市高质量发展绩效具有显著正向影响;(3)绿色技术创新和产业结构升级在低碳城市试点政策与城市高质量发展绩效之间均存在部分中介效应;(4)异质性分析发现,低碳城市试点政策对城市高质量发展绩效的政策效应在东部和西部地区以及较大规模城市表现出更为明显的促进作用。据此提出进一步优化低碳城市试点政策,扩大试点政策覆盖范围;加大财政投入力度,帮助企业向清洁型、低碳型发展转型;针对不同地区的城市发展特点,积极调整完善低碳城市试点政策的实践方案,以充分发挥“双碳”目标下低碳城市建设对城市高质量发展的促进作用。
Based on the panel data of 268 cities at and above the prefectural level in China from 2001 to 2020,this paper investigates the influential effect and mechanism of low-carbon city construction on urban high-quality development with the pilot policy for low-carbon cities as quasi-natural experiment by adopting a difference-in-difference spatial Durbin model and a mediating effect model.The results show that 1)there is a significantly positive spatial spillover effect on China’s urban high-quality development performance;2)the pilot policy for low-carbon cities has a significantly positive influence on urban high-quality development performance,whose robustness is verified;3)both green technology innovation and industrial structure upgrading have partial mediating effects between low-carbon city pilot policy and urban high-quality development performance;4)heterogeneity analysis shows that the policy effects of low-carbon city pilot policy on urban high-quality development performance show more significant promotion impact in eastern and western regions and larger cities.Accordingly,suggestions are made that the low-carbon city pilot policy be further optimized and its coverage be expanded,financial investment be increased to help enterprises transform to clean and low-carbon development,and the practice of the low-carbon city pilot policy be adjusted and improved according to different development characteristics of different cities so as to give full play to the role of low-carbon city construction in promoting high-quality urban development under the“double carbon”goal.
