摘要
终端区扇区划设是终端区空域管理的一个重要组成部分,也是解决终端区空域现有问题的重要手段。以终端区管制扇区运行效益综合评估为目标,从交通流量、航空器性能、运行安全、运行效率4个方面构建指标体系框架;对筛选出的指标进行标准化处理和状态分类评估,采用层次分析法、组合赋权法确定权重,并利用正态云模型构造综合评价模型;以上海终端区扇区划设方案为实例,所得评估结果为运行效益良好,验证了综合评估方法的可靠性。
Sectorization is an important part of airspace management in the terminal area,and also an important means to solve the existing problems in terminal area.This paper takes the comprehensive benefits evaluation of sectorization in the terminal area as the object,first constructs an index system framework from four aspects,including traffic flow,aircraft performance,safety and efficiency.Then,the selected indicators are standardized and evaluated by state classification.The weights are determined by the AHP and the combined weighting method,and a comprehensive evaluation model is constructed by using the normal cloud model.Finally,taking the sectorization of Shanghai terminal area as an example,the obtained evaluation result shows that the operational benefit is good,which verifies the reliability of the comprehensive evaluation method proposed in this paper.
