摘要
普惠托育服务政策作为一项新推社会政策,从政策合理性视角看,应该是程序合理性、理念合理性、实践合理性的统一。倘若政策合理性不足,可能会影响政策效力,导致政府或政策公信力降低,严重时甚至会造成政策失败。若要提高普惠托育服务政策合理性,就要巩固政策内容中的儿童和性别福利认知,提高政策制定的理念合理性;推进政策过程中的多方参与和协同,提高政策制定的程序合理性;加强政策执行中的政策研究和政策工具创新,提高政策制定的实践合理性。
As a new social policy,inclusive childcare policy should be reasonable in procedure,concept and practice from the perspective of policy rationality.Insufficient rationality may affect the effectiveness of the policy,leading to the reduced trust in government or policy and even policy failure.To improve the rationality of inclusive childcare service policy,we should be more aware of the children welfare in the policy to improve the rationality of policy concepts;promote the participation and cooperation of multi-agents to improve the rationality of policy procedures;strength the policy research and innovation of policy tools in policy implementation to improve the rationality of policy practice.
