摘要
助力乡村振兴是社会组织职责的一个重要内容。以湖南省农学会科技服务站建设为例,剖析农业科技传播的3种新模式,即产业特色企业建站模式(A)、建制村建站模式(B)、科普小镇建站模式(C)各自的特点,认为学会在助力乡村振兴战略中的角色和功能认知不足,现有农业科技传播的方式及农业科技示范模式存在局限性,农村“工匠型”人才培养存在问题;提出了根据社会组织的特点发挥其人才优势、技术优势,社会组织通过政府购买服务方式建立不同类型农业科技服务站,探索省、市、县三级社会组织联动,依托农学会系统培养一批有文化、懂技术、会经营的现代新型农民的建议。
Helping rural revitalization is an important part of the responsibilities of social organizations.Taking the construction of science and technology service stations of Hunan Province’s Association of Agricultural Science Societies as an example,the study analyzes the characteristics of three new modes of agricultural science and technology dissemination,namely,the mode of establishing a station for enterprises with industrial characteristics,the mode of establishing a station for an administrative village,and the mode of establishing a station for the town with a popularization function of science and technology.The study finds that there are some problems in agricultural science and technology dissemination of science and technology service stations of the association:the role and function of the association in helping rural revitalization are not fully recognized,the existing dissemination ways and demonstration modes of agricultural science and technology have limitations,and the cultivation of "artisan-type" talents in rural areas is insufficient.Therefore,the study puts forward some suggestions for social organizations to further promote agricultural science and technology dissemination:to give full play to their talent and technical advantages according to the characteristics of social organizations;to promote social organizations to establish different types of agricultural science and technology service stations through government purchase of services;to explore the linkage of social organizations at the provincial,municipal and county levels;to rely on agricultural associations to systematically cultivate a group of modern and new-type farmers with culture,technology and business skills.
