摘要
建立高校纪检监察、巡视巡察与审计工作贯通协调机制,有效地将执纪问责、政治体检、经济监督相结合,凝聚监督合力,能够提升监督工作质效。分析“纪巡审”三者产生的背景、关系,从谁来“联”、“联”什么和怎么“联”三个问题出发,提出要从监督重点、监督对象、监督方式入手,建立计划协商制度、检查协作机制、问题线索交办机制等,促进三者监督贯通融会、精准对接、优势互补、同向发力,从而构建科学、合理、完善的监督和惩防体系,一体推进“不敢腐、不能腐、不想腐”。
The establishment of a coordination mechanism for discipline inspection,patrol inspection and audit work in colleges and universities can effectively combine discipline enforcement and accountability,political physical examination and economic supervision,gather supervision force,and improve the quality and efficiency of supervision work.By analyzing the formation background and relationship of the“discipline inspection,patrol inspection and audit”,it is proposed to start with the supervision key,supervision object and supervision mode,and establish a consultation system for plans,a coordination mechanism for inspections,and a mechanism for handing over clues to solve problems,so as to ensure that the three aspects of supervision are integrated,precisely coordinated,complementary and coordinated,so as to establish a scientific,reasonable and perfect system of supervision,punishment and prevention,and promote the“dare not corrupt,cannot corrupt,and do not want to corrupt”.
