摘要
数字化时代乡村治理面临前所未有的挑战和机遇,把握数字化背景下乡村治理的基本原则是开展治理实践的重要基础。坚持党的领导是数字化背景下乡村治理的坚实保障,坚持以人民为中心,为数字化背景下乡村治理提供合法性依据,强化法治保障作用,为数字化背景下乡村治理提供正当性依据。为此,数字化背景下乡村治理要强化基层党组织的领导核心作用,构建简约高效的基层管理体制,推动乡村经济发展、产业振兴,促进自治、法治和德治融合发展,建设美丽乡村,营造良好的乡村治理秩序,推动乡村治理现代化建设。
Rural governance in the digital era is facing unprecedented challenges and opportunities.Grasping the basic principles of rural governance in the digital era is an important basis for governance practice.Adhering to the leadership of the Party is a solid guarantee of rural governance in the digital context,insisting on taking the people as the center to provide a legitimate basis for rural governance,and strengthening the guarantee role of the rule of law to provide a legitimate basis for rural governance in the digital context.Therefore,in the context of digitization,rural governance should be able to strengthen the leading core role of grass-roots party organizations,build a simple and efficient grass-roots management system,promote rural economic development and industrial revitalization,promote the integrated development of autonomy,the rule of law and the rule of virtue,so as to build a beautiful countryside,create a good order of rural governance and promote the modernization of rural governance.
