摘要
“十三五”时期,我国依法统计、依法治统取得历史性成就。“十四五”时期,国家统计局将认真贯彻习近平法治思想,进一步健全统计法律体系,全面提升我国依法统计、依法治统水平。当前,美国和欧盟国家统计法制水平较高。本文通过对美欧统计体制概况的介绍,详细分析了美欧统计调查项目法律保障情况,总结出其具有统计法制较为健全、统计法律法规详细、明确规定各政府部门义务、明确企业义务、注重个人隐私保护等特点,并提出提升我国统计调查项目法制保障的建议。
During the"13th Five-Year Plan"period,China has made historic achievements in carrying out and governing statistical work in conformity with legal provisions.During the“14th Five-Year Plan”period,the National Bureau of Statistics of China will conscientiously implement Xi Jinping’s thought on rule of law,further improve the statistical legal system,and comprehensively enhance the law-based statistics and governance of statistical work.The legal systems of the United States and EU countries are relatively sound,and their statistical legal systems are at a higher level in the world today.Through the overview of the statistical systems in the United States and Europe,this paper analyzes in detail the legal assurance of the statistical survey programs in the United States and Europe,and summarizes that they have the characteristics of relatively sound statistical legal system,detailed statistical laws and regulations,stipulating that all government departments have the obligation to provide administrative records,specifying that enterprises have the obligation to fill in data,and attaching importance to the protection of personal privacy.Lastly,this article puts forward suggestions to further improve the legal assurance of statistical survey programs in China.
