摘要
当前,黄河流域科技创新面临聚集有限创新资源要素和突破地域发展限制的难题。科技创新政策是激发创新、实现高质量发展的重要保障。以2006—2020年黄河流域省级837份科技创新政策为研究样本,从外部属性之发文数量、发文部门、政策形式及力度,从内部结构之创新主体层面、政策工具层面进行定量分析。研究发现:政策数量在波动中日益增多,政策主体多元化;政策力度不大,操作性强的政策占比较小;对企业和创新平台关注度极高;政策工具类型逐步丰富,但应用分布不均衡。黄河流域要加强科技创新政策持续性和系统性,均衡政策工具分布及适当合理调整政策工具的内部结构。
At present the Yellow River area is faced with problems of limited innovation resources and geographical limitation in its science and technology innovation.The innovation policy is an important guarantee to stimulate innovation for high-quality development.This paper conducts a qualitative research based on 837 provincial sci-tech innovation policies in the area from 2006 to 2020 as a research sample.Both external attributes and internal influencing factors are analyzed.The external factors include the number of policies,issuing departments,policy forms and intensity.The internal factors include innovation subjects and policy tools.The result shows that the number of policies is increasing with fluctuations,and policy subjects are diversified;the intensity of policies is not high,and operational policies account for a small proportion;enterprises and innovation platforms are the focus of policies;the types of policy tools are gradually enriched,but the application is unevenly distributed.In the end,it is suggested that the provincial governments in the Yellow River area should strengthen the sustainability and systematization of the sci-tech innovation policies,balance the distribution of policy tools and optimize the internal structure of policy tools.
