摘要
中韩建交30年间,两国关系在经济合作、政治外交、人文交流等领域都取得了巨大成就。但在百年大变局、新冠肺炎疫情大流行以及俄乌冲突推动并加速世界政治经济格局转变、中美竞争带来的地缘政治经济环境日益复杂的背景下,中韩两国均加快了国家战略调整步伐,尤其是韩国新政府的外交安全政策出现较大变化。多重因素共同作用使中韩关系面临严峻挑战。为了建设更高水平的中韩关系,两国有必要加强双边关系的顶层设计,以相互尊重为基础,以国家利益为核心,升级各领域的高级对话机制,恢复和加强相互理解和互信,加强地区事务的合作与沟通,有效改善民间负面情绪,夯实中韩战略合作实质内容,开启中韩关系的新时代。
In the 30 years since the establishment of diplomatic relations between China and Republic of Korea,PRC-ROK relations have made great achievements in such fields as economic cooperation,political diplomacy and people-to-people exchanges. However,against the background of the profound changes unseen in a century,the COVID-19 pandemic and the Russia-Ukraine conflict,which have promoted and accelerated the transformation of the world political and economic structure,and the increasingly complex geopolitical and economic environment brought about by the competition between China and the United States,both China and ROK have accelerated the pace of adjustment of national strategy. Especially major changes in foreign security policy have been made by the new ROK government. The interaction of multiple factors makes China-ROK relations face severe challenges. It is necessary for the two countries to strengthen the top-level design of bilateral relations,take mutual respect as the basis,take national interests as the core,upgrade the high-level dialogue mechanism in various fields,and restore and strengthen mutual understanding and mutual trust,strengthen cooperation and communication in regional affairs,effectively improve negative emotions among the people,tamp down the substance of China-ROK strategic cooperation,and open a new era in China-ROK relations.
