新时代大学评价的逻辑定位、现实境遇和价值选择

摘要 我国高等教育的大学评价正在经历从发达国家话语体系下的“国际标准”到扎根中国大地办学中的“本土创新”。在新时代推进高等教育高质量发展征程中,大学评价是评判“双一流”建设成效的重要手段,是彰显大学文化功能的重要载体,是推动高等教育治理的重要内容。目前,大学评价的本质是一种以数量指标为核心的量化评价,追求指标意义上的评价结果,以国际为坐标,以规模为基准,以科研为衡量,以投入为参照,以结果为目标。大学评价的鉴定、导向、诊断、改进、调节功能没有得到有力且有效的发挥。立足高等教育高质量发展阶段,要进一步凸显融合创新、协调、绿色、开放、共享等价值理念,推动构建本土评价、综合评价、文化评价、增值评价、效果评价的大学评价体系。 The evaluation of higher education in China is experiencing the"international standard"from the discourse system of developed countries to the"indigenous innovation"rooted in the Chinese land.In the process of promoting the high-quality development of higher education in the new era,university evaluation is an important means to judge the effectiveness of"double first-class"construction,an important carrier to highlight the cultural function of universities,and an important content to promote the governance of higher education.At present,the essence of university evaluation is a quantitative evaluation with quantitative indicators as the core,pursuing the evaluation results in the sense of indicators,taking international as the coordinate,scale as the benchmark,scientific research as the measure,investment as the reference and results as the goal.The functions of identification,guidance,diagnosis,improvement and regulation of university evaluation have not been brought into full play.Based on the high-quality development stage of higher education,we should further highlight the integration of values such as innovation,coordination,green,openness and sharing,and promote the construction of a university evaluation system of local evaluation,comprehensive evaluation,cultural evaluation,value-added evaluation and effect evaluation.
