摘要
【目的/意义】农业现代化和城镇化是城乡统筹发展的双向助推器,探讨二者的具体作用机制,将能助力贵州城乡一体化实现高质量发展。【方法/过程】在明确农业现代化内涵的基础上,从农业投入水平、农业产出水平、农村社会发展水平和农业可持续发展水平4个方面构建农业现代化评价指标体系;利用普通最小二乘法实证分析1990—2020年间贵州农业现代化对城镇化发展的作用机制。【结果/结论】研究发现:贵州农业现代化通过扩大农业投入、促进农村社会发展和推进农业可持续发展,农业贡献得到全面提升,城乡推拉力得以改变,进而促进了城镇化发展;但贵州农业现代化产出水平对城镇化发展效应并不明显。因此,为进一步提高贵州农业现代化对城镇化的作用效果,提出加大农业投入、提高现代农业市场化、贯通要素流通渠道、盘活农村市场等政策建议。
【Objective/Meaning】Agricultural modernization and urbanization are the two-way boosters for the coordinated development of urban and rural areas.Exploring their specific mechanisms will help the urban-rural integration of Guizhou to achieve the high-quality development.【Methods/Procedures】On the basis of clarifying the connotation of agricultural modernization,the evaluation index system of agricultural modernization was constructed from the four aspects as following:agricultural input level,agricultural output level,rural social development level and agricultural sustainable development level.The effect mechanism of agricultural modernization on the urbanization development in Guizhou from 1990 to 2020 was empirically analyzed by using the ordinary least square method.【Results/Conclusions】The study found that:through expanding the agricultural input,promoting the rural social development and promoting the sustainable agricultural development,the agricultural modernization in Guizhou has comprehensively improved its contribution to agriculture,and changed the push and pull forces of urban and rural areas,thus promoting the urbanization development.However,the output level of agricultural modernization in Guizhou had non-obvious effect on the development of urbanization.Therefore,in order to further improve the effect of agricultural modernization on the urbanization in Guizhou,some policy suggestions were put forward,including increasing the agricultural investment,improving the marketization of modern agriculture,connecting the circulation channels of factors,and revitalizing the rural market,etc.
