摘要
数字赋能乡村治理以数字技术为支撑,将乡村治理的在场空间场域拓展至虚拟网络的数字空间,激发了乡村治理主体参与公共事务的内生动力。本文以吉林省X村为例,对乡村数字治理的行动逻辑及推进路径进行研究。研究发现:数字赋能乡村治理的行动逻辑主要包括“共同在场”“协同共治”和“公共精神”等,但是乡村依然存在数字鸿沟加剧乡村内部主体分化、农业数字化转型不足、数字基础设施建设不健全等问题。数字赋能乡村治理过程中应当将农民发展作为重要目标,以提升农民的数字素养为长远计划,构建有温度的乡村数字治理体系。
Supported by digital technology,digital empowerment for rural governance expands the field of rural governance to the digital space of virtual network,which stimulates the endogenous motivation of rural governance subjects to participate in public affairs.Taking X Village in Jilin Province as an example,this paper studies the action logic and promotion path of rural digital governance.It is found that the action logic of digital empowerment rural governance mainly includes‘common presence’,‘cooperative cogovernance’and‘public spirit’.There are still some problems in rural areas,however,such as the digital divide exacerbating the main body differentiation in rural areas,insufficient agricultural digital transformation and imperfect digital infrastructure construction.Digital empowerment for rural governance should always regard farmers'development as the important issue,take improving farmers'digital literacy as the long-term plan,and build a rural digital governance system with temperature.
