摘要 开展重大经济、技术政策环境影响分析可以系统强化和发挥环评在全决策链中的统筹协调和预防优化功能。在总结国内政策环评理论研究和实践经验的基础上,从4个方面对经济、技术政策环境影响分析工作进行探讨:(1)重点与原则:工作重点包括识别—比选—减少—构建4个工作任务,指出应基于源头预防等原则;(2)适用范围:阐述了适用的重大经济、技术政策范围;(3)工作程序与方法:确定开展政策环境影响分析工作的一般步骤及分析方法;(4)主要内容:进一步探讨政策分析、环境影响初步识别等阶段需要关注的内容。建议开展政策环境影响分析理论与实践研究,推进试点示范工作,完善技术方法和指标体系,探讨公众参与的方式和途径,建立适用于我国国情的政策环评管理机制。 Carrying out environmental impact analysis of significant economic and technological policies can play the coordination,prevention and optimization functions of Environmental Impact Assessment(EIA)in policy-making and decision-making process.On the basis of summarizing the theoretical research and practical experience of China′s policy EIA,this paper explores the environmental impact analysis of economic and technological policies from four aspects∶(1)key points and principles∶pointing out the key points of identification-comparison and selection-mitigation-construction and the principles of source prevention that should be followed;(2)applicable scope∶expounding the applicable scope of significant economic and technological policies;(3)procedures and methods∶identifying the general steps and methods of policy environmental impact analysis;(4)main contents∶discussing the content that needs attention in the key stage.It is recommended to promote the pilot work,improve the technical approaches and indicator system,explore ways and means of public participation,and build a policy EIA management mechanism suitable for China′s national conditions.
