摘要
从镇村一体化发展的角度谋划乡镇产业布局、做强镇域经济,是破解城乡二元结构、助力乡村激发内生动力的必由之路。然而,当前镇域经济发展仍存在产业体系零散化、空间布局碎片化、配套设施保障不足等问题。文章以粤北某镇为研究对象,立足镇村一体化发展的角度,探索提出了明确村庄功能定位、构建镇域总体发展格局和健全镇村联动体系的镇域产业布局优化思路,以及编制镇域发展规划、分类策划产业项目、完善配套设施网络、建立分期项目库等建议。研究成果将为粤北地区乃至广东省的镇域产业布局优化提供实践经验,也可为全国其他类似欠发达地区的镇域经济振兴和城乡融合发展提供案例支撑。
Planning the industrial layout of townships from the perspective of town and village integration is the route one must take to strengthen the township economy,promote urban-rural integration and stimulate rural endogenous power.However,the economic development of townships still suffers from fragmented industrial systems,fragmented spatial layouts and inadequate support facilities.The paper takes a town in northern Guangdong as the research object to explore this issue.It puts forward the idea of optimizing the town’s industrial layout by clarifying the functional positioning of villages,constructing the overall development pattern of the town and improving the linkage system of the town and village.In addition,the paper proposes the preparation of preparing the township plan and different industrial projects,improving the network of supporting facilities and establishing a phased project bank.The research findings can provide practical experience for optimizing the industrial layout of townships in Guangdong.Also,it provides case support for township economic revitalization and integrated urban-rural development of other similar undeveloped regions.
