摘要
针对传统林权地籍调查普遍存在的难度大、效率低、成果质量差等问题,本文基于安卓移动平板与三维高清影像模型、ArcGIS for Android、栅格切片地图、动态表单等技术设计了移动三维林权地籍调查系统,实现了“内业为主、外业为辅”林权地籍调查的相关功能。福建省三明市沙县林权类不动产登记规范化制度建设试点的应用实践表明,该系统能有效减轻林权地籍调查的内外业工作难度,提高工作效率和调查成果质量,对沙县林权类不动产登记工作具有显著的提质增效作用。
In view of the problems of high challenge,low efficiency and poor quality of the survey results in the traditional forest rights cadastral survey,this paper bases on Android mobile tablet and 3D HD image model,ArcGIS for Android,grid tile map,dynamic form and other technologies to design a mobile 3D forest rights cadastral survey system and realizes the related functions of forest rights cadastral survey with"interior work as the main and exterior work as the auxiliary".The application of the system in the pilot project of establishing a standardized system for the registration of forest rights in Sha county of Sanming city,Fujian province shows that the system can effectively ease the difficulties of internal and external work for forest rights cadastral survey,and improve the efficiency and quality of the survey results,which will significantly refine the work of real estate registration of forest rights in Sha county.
