摘要
随着建筑业的不断发展,市场竞争愈发激烈,在招标投标活动中处于被动地位的施工单位难以生存,损害了企业的良性循环与长期发展,甚至会对社会公共安全造成危害,使人民生命财产受到损失。因此,进一步提升招标投标公平、公正,完善招标文件及评标办法,充分发挥专家在评标过程中的作用,有利于形成全行业良性竞争的局面,对行业发展与市场稳定有着深刻的意义。
With the continuous development of the construction industry, the market competition is becoming increasingly fierce, and the construction enterprises are in a passive position in the bidding activities and difficult to survive. It will damage the virtuous circle and long-term development of enterprises, and even endanger social and public security,causing losses to people’s lives and property. Therefore, further improving the fairness and impartiality of bidding,improving the tendering documents and bid evaluation methods, and giving full play to the role of experts in the bid evaluation process are conducive to the formation of a benign competition situation in the whole industry, which is of profound significance to the development of the industry and market stability.
