摘要
城市应急备用水源作为城市供水安全保障的重要组成部分,是抵御突发性污染事件和应对干旱等极端天气的有效手段。城市应急备用水源的规划建设应秉承“一城一策”的总体思路,妥善制定实施路径,合理确定供水风险期和应急备用水量标准,强化组织领导和体制机制建设。城镇化的快速发展加剧了部分城市现状供水不足的问题,为了走出困境,在大力开发非常规水源“开源”,建设节水型社会“节流”的同时,应进一步强化常规水源和应急备用水源之间的有机结合,通过不同水源之间的互通互济和联合调配,提高城市供水的安全性和可靠性。
As an important part of urban water supply security, the establishment of an urban emergency standby water source is an effective means to resist sudden pollution incidents and cope with extreme weather such as drought. The planning and construction of urban emergency standby water sources should adhere to the general idea of“one city one policy”, properly formulate the implementation path, reasonably determine the water supply risk period and emergency standby water quantity standard, and strengthen the organizational leadership and institutional construction. The rapid development of urbanization has aggravated the current water supply shortage in some cities. In order to get out of the predicament, we should vigorously develop unconventional water sources to“broaden new resources”and build up a water-saving society to“reduce existing consumption”. At the same time, the combination of conventional water sources and emergency standby water sources should be further strengthened, and improve the safety and reliability of urban water supply through the mutual exchange and joint allocation among different water sources.
