摘要
构建人类命运共同体已经提上了世界各国、国际组织和全人类的议事日程,历史悠久的中国天下治理观对于如何构建世界共同体具有丰富而深刻的意义。中国天下治理观有先秦天下治理观和现代社会治理观两种典型的不同形态,后者是前者的现代转换,是新时代中国的天下治理观。在全球化、科技化、信息化的新的历史条件下,世界各国对峙的格局已经给人类带来了深层次的损害,使当代人类面临着严重的生存危机。这种天下乱局不可能靠武力解决,必须另辟蹊径,弘扬和借鉴中国天下治理观是一种最佳的选择。中国现代社会治理观的精髓和核心在于把人民至上作为根本价值理念。确立人民至上理念能够深刻改变中国的面貌,能够使中国从积贫积弱、一盘散沙,走向富裕强大、团结一心,同样也能为化解当代世界各国自立为王、各行其是的混乱局面贡献中国的智慧,使人类基本共同体从国家走向世界,为世界永久和平和人类普遍幸福创造条件。
Building a community with a shared future for mankind has been put on the agenda of all countries,international organizations and all mankind.The long-standing Chinese concept of world governance has rich and profound significance for how to build a world community.The Chinese concept of world governance consists of two typical yet different forms:the pre-Qin-Dynasty world governance concept,and the modern social governance concept.The latter is a modern transformation of the former,and represents China’s concept of world governance in the new era.Under the new historical conditions of globalization,technological advancement,and informatization-based operation,the confrontation pattern between countries in the world has brought far-fetching damage to human beings,threatening contemporary human beings with serious existential crisis.This kind of chaos in the world cannot be solved by resorting to force,and an alternative way must be found.It is the best choice to carry forward and learn from China’s concept of world governance.The essence and core of China’s modern social governance concept is to take the“people in the first place”idea as the fundamental value concept.Establishing the concept of the“people in the first place”can profoundly change the face of China,and it has enabled China develop from a previously poor and weak scattered condition to a prosperous,powerful and united nation.It can also contribute Chinese wisdom for ending the chaotic situation in the contemporary world where all countries pursue their own interests by all means.It can create conditions for the permanent peace of the world and the general happiness of mankind in lifting the idea of basic community from the national level to the international level.
