摘要
安全态势感知系统是有效监测及防范化解安全风险的关键支持,它的运行离不开安全情报系统的支撑。因此,开展基于安全情报的安全态势感知系统研究具有重大意义。首先,对安全态势感知系统与安全情报系统进行比较分析。其次,剖析基于安全情报的安全态势感知系统的内涵。在此基础上,构建与解析基于安全情报的安全态势感知系统框架。最后,以疫情态势感知系统为例,开展基于疫情情报的疫情态势感知系统应用实例分析。研究发现,基于安全情报的安全态势感知系统是安全态势感知系统与安全情报系统的有机融合体,它的基本框架由一个组织、一个安全情报源、三个机构、两大工作流程及三个网络构成。
Safety and security situational awareness system is the key support for effective monitoring,prevention and resolution of safety and security risks,and its operation is inseparable from the support of safety and security intelligence system.Therefore,the research on safety and security situational awareness system based on safety and security intelligence is of great significance.Firstly,this paper makes a comparative analysis between safety and security situational awareness system and safety and security intelligence system.Secondly,this paper clarifies the connotation of safety and security situational awareness system based on safety and security intelligence.Moreover,this paper proposes and analyzes a framework for safety and security situational awareness system based on safety and security intelligence.Finally,it takes the prevention and control of epidemic as an example to analyze the application of safety and security situational awareness system based on epidemic intelligence.The research shows that the safety and security situational awareness system based on safety and security intelligence is an organic integration between safety and security situational awareness system and safety and security intelligence system;its framework is composed of one organization,one safety and security intelligence source,three institutions,two workflows and three networks.
