摘要
洪水测报方案编制是一项基础性、系统性的工作,特别是针对每年汛期的洪水形势,超标准洪水测报方案编制就显得尤为重要。以辽宁省营口水文局沙河水文站为例进行编制探讨,分析了不同水位级超标准洪水测报方案、方案实施的保障措施及超标准洪水过后的后期处置措施,为其他水文部门编制超标准洪水测报方案提供参考。
The preparation of flood forecasting and reporting scheme is a basic and systematic work, especially for the flood situation in the flood season every year, the preparation of super standard flood forecasting scheme is particularly important. Taking Shahe hydrological station of Yingkou Hydrological Bureau of Liaoning Province as an example, the preparation and discussion are carried out, and the exceeding standard design flood monitoring and reporting schemes at different water levels, the guarantee measures for the implementation of the scheme and the post-treatment measures after the exceeding standard flood are analyzed, providing reference for other hydrological departments to prepare the exceeding standard flood monitoring and reporting schemes.
