摘要
目的探讨抗肿瘤药品带量采购政策在某三级甲等中医院的应用,为完善国家药品集中带量采购政策提供依据。方法选取某三级甲等中医院3批集中带量采购中选的5种抗肿瘤药品实施前后1年的使用数据,分析药品价格降幅、患者日均承担药费、患者实际节省药品费用等指标。结果与实施集中带量采购政策前相比,该三级甲等中医院集中带量采购中选的5种抗肿瘤药品价格平均降幅为66.19%,患者日均承担药费(DDC)平均降幅为66.19%,其中,醋酸阿比特龙片的DDC降幅最大,为77.05%。结论集中带量采购政策体现了价值医疗的理念,肿瘤患者群体药耗负担明显减轻。建议以价值医疗理念助力医保调控,优化抗肿瘤药品的一致性评价体系,以更加有效地推动抗肿瘤药品集中带量采购政策的落地。
Objective To explore the application of volume-based procurement policy for anti-tumor drugs in a tertiary traditional Chinese medicine(TCM)hospital,and to provide a reference for improving this policy in the country.Methods The usage data of 5 anti-tumor drugs in 3 batches one year before and after the implementation of centralized procurement in a tertiary TCM hospital were selected,and the indicators such as decrease in drug prices,average defined daily cost(DDC)of the drugs,and actual drug cost savings in the patients were analyzed.Results Compared with before the implementation of the centralized procurement policy,the average price of the 5 anti-tumor drugs decreased by 66.19%,and the DDC of the drugs in the patients decreased by 66.19%,among which,the DDC of Abiraterone Acetate tablets decreased the most by 77.05%.Conclusion The volume-based centralized procurement policy reflects the concept of value-based medical care,and the burden of drug consumption of tumor patients is significantly reduced.We suggest that the concept of value-based medical care should be adopted to help medical insurance regulation and optimize the consistency evaluation system of anti-tumor drugs,so as to more effectively put the policy of centralized procurement of anti-tumor drugs into practice.
