摘要
公共机构节能对于推进我国低碳转型发展、助力“双碳”目标实现具有重要意义。基于相关政策文本对我国公共机构节能政策进行分析,构建起包括政策工具类型、控制过程和政策发展阶段的三维分析框架。研究发现:我国解决公共机构节能问题主要遵循“政府主导—社会参与—市场配合”的治理思路,但治理过程中存在着政策工具使用不平衡、控制过程存在薄弱环节、发文主体不够统合以及政策体系不均衡等问题。针对以上问题,提出建议:一是打出政策工具“组合拳”;二是补短板,强化过程追踪和结果管理工具的运用;三是加快主管部门职能转变和协同配合;四是要出台系统化、高效力的政策文件,形成对现有法律法规的有益补充,提升政策体系均衡性。
Energy conservation in public institutions plays an important role in promoting our country’s low-carbon transformation and development and helping to achieve the “dual-carbon” goal. Based on the relevant policy texts, the energy conservation policies of public institutions in our country are analyzed, and a three-dimensional analysis framework including the types of policy instruments, control processes and policy development stages is constructed.The study found that our country’s solution to the energy conservation problem of public institutions mainly follows the governance idea of “Government led-social participation-market cooperation ”, but in the process of governance, there are imbalances in the use of policy tools, weak links in the control process, and insufficient integration of the main body of the document, and the unbalance of the policy system. In response to the above problems, the research suggests: first, to make “combination punches” of policy instruments;second, to make up for shortcomings and strengthen the application of process tracking and result management instruments;third, to speed up the transformation and coordination of the functions of the competent departments;fourth, to issue systematic and efficient policy documents to form a useful supplement to existing laws and regulations, and to improve the balance of the policy system.
