摘要
近年来,随着互联网行业的飞速发展,涌现了大量规模庞大的互联网平台,而如何对这些互联网平台进行有效的监管已经成为当下各国关注的重要问题。本文将从美欧互联网监管思路出发、分别对美欧俄在监管方向,数据隐私保护监管、反垄断监管和责任规制等方面的立法情况进行阐述,结合美欧俄对于互联网监管措施,分析美欧俄互联网平台治理的特点,总结经验与启示。最后从我国国情和发展需求出发,思考与建议我国的互联网监管策略。
In recent years,with the rapid development of the Internet industry,a large number of large-scale Internet platforms have emerged.How to effectively regulate these internet platforms has become an important issue of concern to all countries.This paper will start from the idea of Internet regulation in the United States,Europe and Russia,and will elaborate on the legislative situation of the United States,Europe and Russia in the aspects of regulation direction,data privacy protection regulation,anti-monopoly regulation and responsibility regulation.Combined with the Internet regulatory measures of the United States,Europe and Russia,this paper will analyze the characteristics of the United States,Europe and Russia in the governance of Internet platforms,and summarize the experience and enlightenment.Finally,based on China’s national conditions and development needs,we think about and propose China’s Internet regulatory strategies.
