摘要
随着中国经济发展与工程建设进程的加快,建设项目压覆矿产资源(压矿)的案例逐年增多,合理确定建设项目压覆范围对保障矿产资源及工程建设安全尤为重要。以高速公路为例,总结湖北省目前确定建设项目压覆范围的现状和存在问题,并提出改进建议。分析认为,湖北省目前确定高速公路压覆露天爆破开采矿山和地下开采矿山范围存在标准不一等问题,提出应根据矿山爆破方式、矿山爆破振动安全允许距离及《三下采煤规范》来确定压覆范围。针对湖北省建设项目压矿管理工作,提出建立压矿数据库、优化压矿工作流程、完善压矿工作要求等建议,以期为进一步完善压矿管理工作提供参考。
With the acceleration of China s economic development and engineering construction process,the cases of covered mineral resources in construction projects increases year by year.It is particularly important to reasonably determine the covered scope of construction projects to ensure the safety of mineral resources and engineering construction.Taking expressway as an example,this paper summarizes the current situation and problems of determining the covered scope of construction projects in Hubei Province,and puts forward improvement suggestions.The analysis shows that there are some problems such as different standards in determining the scope of expressway covered open-pit blasting and underground mining mines in Hubei Province.It is proposed that the covered scope should be determined according to the mine blasting mode,the safety allowable distance of mine blasting vibration and the‘sanxia’code.In order to further improve the management level of covered mineral resources in construction projects in Hubei Province,some suggestions are put forward,such as establishing the database of covered mineral resources,optimizing the workflow of covered mineral resources and improving the requirements of covered mineral resources.
