摘要
随着我国社会经济的快速发展,餐饮业实现了腾飞,餐饮经营单位数量和类别越来越多,食品种类也复杂多样,全国餐饮年收入呈逐年上升的趋势,相关监管部门监管任务繁重,压力较大。小餐饮由于经营单位数量众多、分布散乱、产业化程度低、脏乱差严重、从业人员法律意识淡薄以及经营不规范等,成为餐饮食品安全监管的“老大难”问题。因此,为了提升食品安全监管政府部门监管水平和效率,保障人们的身体健康,促进社会和谐稳定,本文全面剖析小餐饮单位监管难度大的成因,积极探索研究食品安全监管“大市场”体制下小餐饮的监管模式,并提出针对性对策与建议。
With the rapid development of China’s social economy,the catering industry has taken off.The number and types of catering business units are more and more,and the types of food are also complex and diverse.The annual income of the national catering industry is increasing year by year.The regulatory tasks of the relevant regulatory departments are heavy and the pressure is great.Due to the large number of business units,scattered distribution,low degree of industrialization,serious mess,weak legal awareness of employees and non-standard operation,small catering has become a“long-standing problem”in food safety supervision.Therefore,in order to improve the supervision level and efficiency of food safety supervision government departments,protect people’s health,and promote social harmony and stability,this paper comprehensively analyzes the causes of the difficulty in supervision of small catering units,actively explores and studies the supervision mode of small catering under the“big market”system of food safety supervision,and puts forward targeted countermeasures and suggestions.
