摘要
社区教育与社区治理相互融合、彼此赋能是新时代推进国家治理体系与治理能力现代化的基层逻辑、基层使命与基层行动。“单向推动”的社区教育模式已然不能满足时代需求,新时代的社区教育问题迫切需要一种新的符合治理现代化理念且与当下社区居民需求相适应的社区教育治理模式。重新审思社区治理赋能社区教育是构建双向互动社区教育模式的必要前提,并以此为据赋予新模式以新内涵。健全“区-街-居”三级社区教育管理体制,完善“决策-工作-保障-督导”社区教育运行机制,营造“乐学-善学-自学”社区教育学习氛围,能够为地方政府的社区治理与社区居民的真实教育开辟一条双向融合、彼此互摄、共生共荣的行动路径。
the mutual integration and empowerment of community education and community governance is the grass-roots logic,grass-roots mission and grass-roots action to promote the modernization of national governance system and governance capacity in the new era. The community education model of“one-way implementation”can no longer meet the needs of the times.The problem of community education in the new era urgently needs a new community education governance model that is in line with the concept of governance modernization and adapts to the current education needs of the community residents. Rethinking the community governance empowers community education is the necessary premise of building a two-way interactive community education model,based on this,the new model is endowed with new connotation. Improving the“District Street residence”threelevel community education management system,improving the“decision-making work guarantee supervision”community education operation mechanism,and creating a“happy learning good learning self-study”community education and learning atmosphere can open up a two-way integration,mutual interaction,symbiosis and common prosperity action path for the community governance of local governments and the real education of community residents.
