摘要
脱贫攻坚战已迈入相对贫困治理时代,应坚持巩固脱贫成果与构建面向相对贫困治理脱贫长效机制的双轨并行转型思路。当前,脱贫攻坚工作面临转型困境,受贫困治理模式、贫困治理理念、行政单一化管理、政绩考核标准等的固化影响,后脱贫时代的贫困治理有掉入贫困循环再生产陷阱的可能。因此,以创新国家减贫治理体系为视角对后脱贫时代脱贫工作中存在的结构性问题进行梳理与解构,提出建立面向相对贫困治理的稳定脱贫长效机制的纾困对策,以建立防止返贫动态预警监测机制为贫困人口平台识别之策;以设立精准防贫基金为遏制返贫预防兜底之策;以建立面向相对贫困治理的机制体系为贫困治理久久为功之策。
Since the war of poverty alleviation has entered the era of relative poverty governance,strategies should be transformed to adhering to the dual track parallel transformation of consolidating the achievements of poverty alleviation and building a long-term mechanism for the governance of relative poverty.At present,the work of poverty alleviation is facing the transformation dilemma,and affected by the poverty governance mode,the concept of poverty governance,the unitary administration of administration,and the standard of political performance evaluation,the poverty governance in the post poverty alleviation era may fall into the trap of poverty cycle reproduction.Therefore,structural problems in the post poverty alleviation work were analyzed and deconstructed from the perspective of innovative national poverty reduction and governance system,and a long-term mechanism for the stable poverty alleviation and prevention of poverty was proposed;namely,the establishment of dynamic early warning and monitoring mechanism for poverty alleviation is the platform for identifying the poor,the policy of preventing poverty is to set up the precise poverty prevention fund as the basis strategy to curb poverty prevention,and to establish a mechanism system for relative poverty governance as the policy for the long-term poverty governance.
