摘要
“杀猪盘”作为新型网络诈骗犯罪的主要形式之一,表现出链条式、跨区域、非接触等犯罪特征,呈现出犯罪目标多为女性、犯罪手段不断更新、犯罪流程针对性强等犯罪现状,给公民的身心健康、财产安全带来巨大威胁。公安机关应从黑灰产业、资金流、人员入手展开侦查,加强部门、地区以及跨境执法协作和执法能力建设,重视社会防诈反诈宣传教育工作。同时,公民个人应树立强烈的信息保护意识、正确的金钱观及谨慎的网络交友态度,相关企业要承担起保护公民信息安全的责任,政府须加大监管与反诈宣传力度,实现对电信网络诈骗犯罪的综合治理。
“Romance scam”shows the characteristics of chain,cross-regional,and non-contact crimes,showing that the criminal targets are mostly women,the criminal methods are constantly updated,and the criminal process is highly targeted.The current situation poses a huge threat to citizens’physical and mental health and property safety.Public security agencies should start investigations from the black and gray industry,capital flow,and personnel,emphasize strengthening of departmental,regional,and cross-border law enforcement cooperation and law enforcement capacity building,and attach importance to social anti-fraud and anti-fraud publicity and education.At the same time,individual citizens should establish a strong awareness of information protection,a correct view of money,and a prudent attitude towards making friends online.Relevant companies must take the responsibility of protecting citizens’information security.The government must strengthen supervision and anti-fraud propaganda efforts to realize the protection of telecommunications networks and the comprehensive management of telecommunications network fraud crimes.
